4月はイースター休暇に注意

前回の記事で入国に必要なVISAであるEntry Clearanceと入国後の滞在許可証であるResidence Permitについて書きました。

Residence PermitはVISA申請時に記入する予定住居の住所の最寄り郵便局に配達されます。入国後10日以内（前回の記事で1週間以内と間違っていました。訂正します。）に取りに行く規定です。カードを取得したあとは生活と留学業務のセットアップを始めることになります。留学業務は開始前にOccupational Health Clearance（OHC、健診）とDisclosure and Baring Service (DBS)を終了し、研究施設と契約書を交わさないと開始できません。

たとえAcademic Visitorで派遣元から給与を受け取っている方でもIDを受け取るためにHoronary ContractI（名誉契約？不思議な呼称）を結ぶ必要があると説明を受けました。OHCは大学の健診センターにアポイント、DBSは大学から送付されるメールリンクからオンライン申請で行いますが、オンライン申請前に以下の書類の提出が必要とのことでした。

• 1 document from Group 1; and
• 2 further documents from any group (1, 2a or 2b); one of which must verify your current address.

Group 1からひとつとGroup 1あるいは2から二つのうちひとつはパスポートとResidence permitでクリアできますが、あとひとつが必要です。

EU外外国人で国際免許証で運転しているため、英国免許証は持っていません。クレジットカードも英国発行のものではないので、必然的に英国銀行口座の証明書あるいはCouncil tax納付の証明書が必要となります。

しかし英国ではCoucil taxは住居にかかるため、大学宿舎滞在中は納付ができません。

そのため、英国で銀行口座を開設する必要が出ました。これが曲者で外国人がフラッと開設申し込みをしても職場証明書（この人は当研究所で働くためDBSのために銀行口座が必要ですという書類）を要求されます。

日本の地銀のつもりで証明書持参で開設申し込みに行ったところ、1箇所目のNatWest Bankは’4月は14日から17日がイースター休暇だから混み合っているんだよね。4月末でアポイント取りますね’と(-_-;)

イースター休暇は日本で言うゴールデンウィークや盆暮れ正月扱いのようでした。

OHCに関しても同様の返事で健診のみが5月上旬との返事！！

4月頭に来て上旬の時点で業務開始に暗雲が立ち込めたのでした。

ちなみに2018年のイースター休暇は3月30日から4月2日のようです。この前後は公的手続きは全く進みません。来年度の留学を検討している方はご注意ください。
